By request, here's a break-down of my own take on Marcel's initial proposal for a voting process. (Marcel, please correct me where I'm wrong)
He's asking us to discuss this in a GROUP he created (please discuss it there and not here- thanks!) :

Shawny, just so Marcel doesn't have to go to more than one place for the discussion, could you start a discussion in the group he created so he can answer whatever questions you have when he gets "in"? I wouldn't want him to miss 'em. ;o)

Nicely done, but I still have no clue as to what there is to vote on.
I think the idea is: "you're a citizen, you decide what there is to vote on!" :)

Vital- There are no pressing matters at all which allows those of us who are curious about where this might go to lay out the groundwork for self-management.
I'm really curious to see what it would look like and if turns out to be for nothing, it's still a learning opportunity.
