Turning over the site to a single owner is not VH 3.0 - it's more of a VH 2.1, without self-administration and the GP it would even be VH 1.1.
Apart from that conceptual flaw, we have only had two persons come forth and actually say they would take ownership and pay for the site out of their pockets: Gary and Nigel. Frankly, both cannot be taken serious: Gary is as flaky as a box of breakfast cereals and Nigel is definitely not right in the head. Sorry guys.
On to the more realistic scenarios: Volunteers with a sound appearance of maturity take on the at least three official positions. They are voted in, thereby endowed with the community's trust, and in return, the community pledges - nothing (except maybe a little nagging and bitching every two weeks or so). Without a reliable source of funding, anybody volunteering for those positions is either a gambler or doesn't know what they're doing.
Personally, I think it's a little shameful that the idea of a mandatory fee for the right to vote on all things pertaining to the self-administration and for the factual participation in the ownership of the site, has gotten such reactions from you. And I'd like to remind everyone that we're talking about the price of one or two pizzas here.
I'll introduce another model:
Are there ten or twelve persons on this site who are committed enough to want this site to live on as it is, with the self-administration, the baggage of 25.000 videos (some of them with copyright violations) and countless blogs, with a community full of touchy individuals and an open-house policy at the door (or at least without very strict admission rules)?
Are there ten or twelve persons who have an idea beyond "having fun" what they want this site to become and why they personally are here?
Are there ten or twelve persons willing to stand up for any kind of trouble that needs to be solved, regardless of who actually signed up for ownership and treasury and support those people when necessary with what is necessary?
And finally, are there ten or twelve persons ready to pledge at least $ 50,-, better $ 100,- per year to maintain and develop the site.

We have a general problem with funding. I agree that if the sum we're speaking is low enough, that might not be one anymore, but for the moment I wouldn't want to suggest cutting this place down to make it fit the shoe.
