I just posted the following on my TrueTalk blog.
We took a small step towards opening up VloggerHeads yesterday. At least, we tried to. We ran into some database conversion problems that eventually led Ning to take our network offline in an attempt to fix things.
Except that they didn't forewarn us they were going to take it down.

Ning's Terms Of Service
I've been reading Ning's Terms of Service which can be found at: http://about.ning.com/tos.php. It addresses many of the concerns you are discussing; troll abuse, stalking, spamming, copyright infringement, etc. So keep in mind that even though this network site creates a sense of ownership, you are not free to completely make up your own terms of service.
