But it is highly dependent upon the dictator. In a Democracy you can have 51% of the people forcing their will on the remaining 49%. Many times the will of the majority does not serve the interests of the minority, and many times it is counter to the interests of the minority (think same sex marriage as an example here folks).

In a worse case scenario 51% get 100% of what they want, and 49% get nothing. But....
